The document you've been linked to isn't there. The probable reason for this is that it doesn't exist, or the file path has changed. It's a long story involving complete data loss and lots of lamentation, crying, and regretting of no offsite backups.
If you're looking for a Wikileaks cable, sorry, it was too much traffic/bandwidth to handle. Too much attention from scary government IPs. The compressed archive is only 558MB, use a search engine and look for cablegate-201108300212.7z to check it yourself.
If I were you I'd look at the URL and see if it was in one of the directories of the library you can see links to over on the left side of the page. If you're lucky I'll have remade or redownloaded it in the same path, but the filename is probably slightly different.
